Need a basic web app that plugs into a text messaging API – Upwork

I am looking for a SMS system where I can do 2 things:

1. Send bulk SMS to all numbers in our customer list
Grab all the numbers in our reminder lists and send a mass message (Ex. a sale or coupon notification).
Extra points for the ability to upload a CSV and message to those too.

2. Send purchase reminders to customers based on when their product will run out.
Example: You bought a month supply on the 1st of July, we want to send a reminder on the 21st of July to buy before you run out.

We would want those messages to send daily, based on the customers original purchase date.

This will be hosted on an existing or new Digital Ocean droplet
(I currently have one setup as an email server that would work nicely)

You can use existing frameworks if they apply to what I am doing.

The SMS provider I am using has an API here:

We are not looking at moving to a new SMS provider at this point.
