Want to file a qui tam lawsuit against a certain person in NYC

Her annual income is $ 150k  and she has not paid for the past 6 years

She also her sold shares with an estimated value of $1M last year.

I believe I cannot file the case in the State level because it does not meet the threshold required by law. Thus, I am considering filing the case in New York City.
