Developer needed for creating a responsive WordPress Theme – Upwork

This needs to be developed as a custom WordPress theme that is responsive for web and mobile.

Each image/text section needs to include Advanced Custom Fields, so that they can be editable through the WordPress dashboard interface.

I am searching for an experienced WordPress theme developer to take web and mobile designs and implement into a theme which can be uploaded into my existing WordPress account setup.
